Too Many AI Tools in the Organization
How individual experiments turn into an uncontrolled ecosystem.

It starts with a ChatGPT account in marketing. Shortly after, an image generator in design. Then a summarization tool in sales. A transcription service for the executive office. A coding assistant in development. A research tool in legal.
None of these tools was introduced maliciously. Each was chosen for a concrete need, by people who wanted to do their work better. But within a few months, the result is a landscape that nobody oversees, nobody coordinates, and nobody is responsible for.
This state is called AI tool sprawl. In most organizations, it is already reality.
How it happens
AI tools have a characteristic that distinguishes them from almost every other enterprise application: they are immediately available. No procurement process, no IT ticket, no contract negotiation. Most can be set up within minutes, many are free to use, and nearly all work directly in the browser.
This lowers the entry barrier to a level that has not existed in enterprise IT before. Previously, introducing a new tool was tied to processes: budget, evaluation, approval, implementation. With AI tools, every single one of these steps drops away. The decision rests with the individual, sometimes with a team, rarely with the organization.
A second effect compounds this: every department has different requirements. Marketing needs text generation and image editing. Sales needs summaries and email drafts. Legal needs text analysis and research. HR needs help with wording. Product development needs code assistance. No single tool covers all of this, so each area chooses its own solution.
That is understandable. But it leads to a state where the organization as a whole loses oversight, while each individual department, viewed in isolation, acts rationally.
What gets overlooked
Tool sprawl does not look like a dramatic problem at first glance. Each tool works on its own. Employees are satisfied. The work gets done. There is no acute crisis, no incident, no reason for alarm.
That is what makes it so difficult to put this topic on the agenda. The problems that arise from tool sprawl are not loud. They are gradual.
The first problem is data fragmentation. When ten teams use ten different AI services, company data flows into ten different systems with ten different security profiles, terms of service, and storage locations. The organization has no overview of which data is processed where. This is not a hypothetical risk. It is the default state.
The second problem concerns cost. Individual AI subscriptions are cheap, often between twenty and fifty euros per person per month. But when multiple departments independently create accounts, costs add up quickly without becoming visible in a shared budget. There is no central overview, no bundling effect, no negotiating position with providers.
The third problem is inconsistency. When different teams use different tools for similar tasks, different quality standards emerge. A text created with one model reads differently from one created with another. Summaries vary in detail. Analyses are based on different underlying assumptions. For internal collaboration, this is problematic. For external communication, it is potentially embarrassing.
The fourth problem is governance. The EU AI Act requires organizations to ensure transparency and traceability in the use of AI. But transparency requires that the organization knows where AI is being used. When every department uses its own tools, there is no shared frame of reference, no central documentation, and no way to implement requirements consistently.
Why consolidation is harder than expected
The obvious answer to tool sprawl is: clean it up. Evaluate all tools, pick the best ones, shut down the rest. In theory, this sounds reasonable. In practice, it regularly fails.
The reason is that AI tools do not work like traditional enterprise software. There is no single vendor that covers all requirements. Every tool has strengths in certain areas and weaknesses in others. A model that writes excellent text may be poor at analysis. A service that is secure and GDPR-compliant may not offer the features a particular department needs.
On top of that: employees have grown accustomed to their tools. They have built workflows, refined prompts, accumulated experience. A switch means not just adjustment, but productivity loss. Anyone who has ever tried to replace an established tool with another in a company knows how much resistance that can generate.
Consolidation in the sense of reducing to a single tool is therefore usually not a realistic option.
What helps instead
The solution is not to replace all tools with one. The solution is a layer above the individual tools. A structure that makes visible what is being used, and that makes it possible to define rules without preventing diversity.
In concrete terms, this means three things.
First: transparency. The organization needs an overview of which AI tools are in use, by which departments, for which purposes, and with which data. This does not have to happen in real time. But it has to happen at all.
Second: differentiation. Not all usage is equally risky. Brainstorming with a text generator is a different matter from processing personal data in an external system. Organizations need the ability to distinguish between these cases and act accordingly
Third: infrastructure. Employees use external tools because there is no internal alternative. Anyone who wants AI usage to happen in a controlled manner must create an environment where that is possible. This does not have to be a self-built solution. But it must be a solution the organization controls.
Tool sprawl as a symptom
It would be a mistake to view tool sprawl as merely a technical problem. It is a symptom of something more fundamental: the organization has not responded to a change that employees have already made.
Employees have integrated AI into their daily work. The organization has not. Tool sprawl is what develops in that gap.
The question is not whether to accept or fight the diversity of tools. The question is whether to create a structure that allows diversity while also providing orientation. That is not a technical project. It is an organizational decision.
And it does not get easier by postponing it.
